Planet Lunar will be accessible once you reach level 42. Unfortunately, you will be unable to understand what others (NPC) are saying. To learn Lunar language, talk to [Akram Ambassador] Eliot , who will teach you how to speak it. Always remember to communicate through the heart. :)
